Is this car a good investment for a young driver?

My nephew is turning 17 next month and my family and I all agreed to pitch in and get him a car for his birthday. We found a great deal on this used VW Passat with only 65,000 miles on it. However, my newphew lives in a busy metropolitan area and will likely go to college and ssttle down to live in the same area. We want to make sure that not only will this car last him through college, but it will be safe enough to tolerate long trips through urban areas with heavy traffic.
