replace cruise control buttons

I purchased new cruise control buttons for a 2000 Ford Explorer. Does anyone know how to open the steering wheel cover without discharging the air bags?

    1) Turn the ignition off. 2) Pull the RCM fuse from the central junction box (fuse #2, 7.5A. also for the blower motor relay and the Electronic Automatic Temperature Control if equipped). 3) Disconnect the battery negative cable and wait at least one minute.
