Tranmission won't change

Have a 1997 VK Jetta automatic wont change from 2nd to 3nd first gear ok when you start to move start in 2nd gear can shift to first and will go in and has a lot of tork is the a vaccum or could it be low fuild or a or is it much worst. please tell me what you think does have oil on under body.

    I'd check the fluid level first. Have the fluid and filter changed as well.
