With President Obama having signed the Cash for Clunkers (official name: Car Allowance Rebate System) into law, there are a huge number of questions before the program takes effect before July 27, 2009.

It might be time to trade up…

To start: it may be a good idea to take your old, beaten used car off of that eBay auction. With a maximum of $4500 in cash available to eligible new car buyers, you need to prove to the government that you've owned your car for over a year.

Other points are that your vehicle must be less than 25 years old, your old car should get less than 18 mpg, and that you don't need a special voucher — dealers will take care of the paperwork for you.
